Carmen Alvarez is vice president for special education. Since her election to the post in 1990, she has been a key voice in the UFT’s efforts to improve education for children with disabilities. Carmen received her bachelor’s degree in Education for the Emotionally Disturbed from City College and her master’s in Bilingual Education with a focus on learning disabilities from Bank Street College.
